It's true, Springfield was Manitoba's first municipality (1873) and hence the name for this website. Our community is unique in many ways including our historic churches and heritage buildings, abundance of recreation activities and dynamic horse industry, water and land quality, diversity, natural resources, and above all it's people. Springfield is home to many prominent and truly humble individuals who combine in a variety of efforts to make our community diverse and so very attractive.      

Springfield has several outstanding and unique geographic, natural environment and human made treasures. In was only time until movie producers would uncover some of these special sites. Cooks Creek Heritage Museum was the scene of the shooting of a movie called "A Bear Named Winnie" on July 1, 2004. Birds Hill Park was also used as the natural setting for the bears.

Sand / Gravel
Springfield residents are entitled to up to 50 yards of sand/gravel per year.  A gravel permit is available at the municipal office, 628 Main Street for a set rate (for Springfield landowners only) for various materials . The public works department is in charge of the gravel program. The set rate is up to a maximum of 50 yards of material per landowner for personal use, and not for resale. If the landowner wishes to exceed the 50 yards of material per year, approval from council is required.  Contact the RM office (444-3321)for what steps need to be taken to qualify for the allocation.

Wellness Resource Centre / Library
Springfield residents are encouraged to use community resource centres (i.e. Kin Place, municipal office) for educational, health information and the like. The Wellness Resource Centre (686 Main St. in Oakbank) is open Tuesdays 10-1, Wednesdays 5-8 pm and Thursdays 10-1. In terms of library materials, in past, the municipality has subsidized (reimburse) part of the purchase of library cards from other urban centres. Contact the municipal office directly at 444-3321 for more information.

Springfield Library - Located in Dugald in the old Costume Museum.

Hours: Mon - Thurs  12 -  8 pm;  Saturdays 10 am-6 pm.

Permits - Building or Business
In Springfield, permits are a bitter fact of life. You will require one for operation of a home business, additional building(s), and several other endeavors.  Planning and development is the role of the Development Officer (i.e. Building Permits, Variations Orders, Subdivision Etc.). Not all permits fall under the Development Officer, (i.e.. Electrical permits are obtained from MB Hydro, Gravel and Dust Abatement permits are obtained from Public Works.)  Contact the municipal office directly if you require permits at 444-3321.

Did you Know: Members of the Legislative Assembly of Manitoba are paid $67,173 and this will increase to $72,000 in 2006.
